[WIP] Sub-Commander Mod

    Hello everyone!

    And i don't know what to write here.. anyways:

    The best unit to start buildind a base - the Commander. But sending Commander to another planet to build another base is quite dangerous. So, this is unit for that - The Sub-Commander.

    For now, its using SpiderOfMean model, but maybe i will change this to different comm model.
    It has missle launcher with medim ROF and high AOE damage. It can shoots at sea, ground and orbital.

    Sub-Comm can easily kill small groupes of units, but big enough army can easily annihilate it.
    It can build everything except orbital and T2 facrories, can't use teleporters.
    Has ability to heal everything withing a medium range.
    Commander speed, but more hp.
    It replaces the Adv. Combat Fabricator.
    Server mod.

    For now, i need to balance this thing. Waiting for your help.

    Some known bugs:
    - can't kill orbital, small missle lifetime
    - don't rotate body on "move" command [cantfix]
    - headlights not working for some reason
    - too OP

    To play with it, you need to put folder from archive to
    ...\AppData\Local\Uber Entertainment\Planetary Annihilation\server_mods

    and add
    "com.mirolog.pa.officer",
    after
    { "mount_order": [
    in mods.json
