    delete the old PA folder and reinstall PAMM then point it to the new executable C:\Games\uber ent\ or something like that

    You can change the path of the PA executable to wherever it is now.

    Should I still be using the linked 4.0.2 installer?

    "PAMM.hta is not a valid Win32 application."

    Is there any way I can go about fixing this?

    When the download link is direct and apparent you can always try to replace the version if a new one is out, like ;)

    Not sure, try re-DL / re-install.
    If it still doesn't work, you may try a new alternate version here : https://forums.uberent.com/threads/wip-pa-mod-manager-crossplatform-version-with-atom-shell.59992/

    Does anybody have the knowledge to add the new GW scenes to PAMM so they can be modded?

    Can't you just use them right out of the box?

    Code:
    "galactic_war": [
            "coui://ui/mods/corDualScreenMod/cGW.js"
        ],

    Within the scenes: part?
    Did you verify that the scene you want to modify is named like that?

    I'm having some issues. I read through a large chunk of this thread a while ago when I first encountered this, but can't seem to find anybody else with the same issue or error number (14090086), which I did a search for yet seems to be a generic connection issue.

    I installed to
    C:\Program Files (x86)\Steam\steamapps\common\Planetary Annihilation

    I get this error message when I attempt to Login via PAA.
    I gave PAA full permissions as per the OP.
    Pls halp.

    That's a pretty outdated version of PA you are starting there. Look at the version number. Just don't start PA via pamm, that function is utterly useless imho.
