Unit Request: Affordable carpet nukes

That all means just one thing: game is still (was all the time) unbalanced. It is not problem with nukes that we cannot do proper invasions, nukes will not fix it. We need instead better invasion tools, or any real invasion units.

And nukes are where should be, a bit better nukes and we are back to nuke spam, and that was really boring.
Nukes should be situational (or lazy man choice), else we get back to nuke-antinuke war. This game feels like its half done.
