Nah i checked. In the screenshot posted, it's not very visible. But it's there. The problem is that the edge of my screen is black, and what looks like a blue tint on a screenshot becomes a proper blue streak on my screen. probably because of the contrast. Actually, tried emulating it with Paint and it works. Just make a screenshot and put black color at the top. There, a much more pronounced blue streak. And since it's on my screen at the top left corner, it looks like a "your screen is broken" color blue. On screens with other-colored edges it's probably not as defined.
Was initially skeptical, but appears to be more than just a CSS facelift (unlike the "new" and "improved" Steam Client UI). They finally made Wishlist more prominent, added follow/unfollow and ways to customise homepage via feeds. Not bad at all. For all the times I criticise Valve, this is a solid improvement (at least superficially). Though it does amuse me that the aesthetics in no way match the rest of the "updated" client
