   Selecting a bunch of units and giving them a planetwide area patrol order does pretty much this. I often do this if I'm invading a lightly-defended planet by teleporter and I've taken out the bulk of the defences. Helps clear up any stragglers, lone mex etc.

   They used to have it in the game few hotfixes earlier. That was area attack bug.
