The only reason he is at all difficult is because his shock beam rapes your health if you have little lightning resistance

Trust me that's not the reason why Vaal on Merciless poses an issue at all.

Not even close, also you're supposed to max your resistances by the time you reach act 2 normal and keep it that way from there on (which I do).
