The cost of repairs are a human concern, and are mostly based on the EFFORT/ENERGY required to do something (as expressed in dollars). The actual raw materials involved in the finished product do not magically increase or decrease(though a wounded unit may be missing physical bits that need to be replaced). We have Lavoisier to thank for that.
Uh, WAT. No. It does not make sense.

The cost of reclaiming and rebuliding a unit is the difference between reclaim+rebuild. In Supcom you got 80% refund to spend 100%, a cost of 20% mass to rebuild the unit. A new unit has full health. That same repair could have easily cost more than 20% using Supcom's base repair.

The cost of resurrecting a structure is 50%. You could reclaim the wreck for 80%, and rebuild it for 100%, basically spending 20% to resurrect the structure.

Where does the extra mass go?

The cost of repair is a vestigial glitch from when reclaiming worked on living units. It led to an issue where players would reclaim 90% of everything they built, basically getting back most of the cost of things they built. The reclaim was fixed, the repair was not, oh and air facilities got it for free. Repair was one of the more screwed up mechanics in Supcom.

Anyway, it is more important to discuss the COSTS of repair, rather than what is or isn't capable of doing it. After all, anything with a fully grown lathe should be able to do it(dedicated repair bots would also be appreciated). Yes, even the factories that build units are theoretically capable of repair, if you are so bold as to stage a full out retreat.
