Most people in foreign countries prefer to just play the game without the hassle of trying to learn a new language (even just a few words).

And yes I have people in mind when I say this, especially Tsubasa Masao, who speaks barely a word of English and he likes it that way (again speaking from personal experience with him).

But the developers dont have to take our words for it.
They have a very simple way to see for themselves how much of an impact language and hearing have on the game. All they have to do is unplug their headphones and turn off their speakers for an hour.
Again, you really should do this before you post about the value of audio cues in the game. You can easily see for yourself how uncomfortable the game is without sound.

Also, only the tutorials and a few other places need captions anyway, so it is pretty trivial to implement. The Assassin cloak hum is not one of them. I have always gone by visual cues on that. Why? Because half the time I hear that hum it is my own teammate anyway. Plus it is so quiet (unless it is already too late) that if I just relied on the sound alone I would have double my death count.

The problem with localization is the expense (it ain't free).
The answer: do captioning and then allow caption mods and let the community do the localization for you.

I hate to be 'that' guy but video games don't need to cater to people with disabilities. And I'm only talking in context of the assassin hum. It needs to stay as a hum. Its a game mechanic.

Uh, to expand on what Polynomial said, before people take it the wrong way-

It is not appropriate to break a game mechanic that works fine for 90% of the players just to cater to 10%.
But when you can cater to those 10% without breaking any part of the gameplay, especially if you can do it without any change at all to the 90% experience, it is entirely appropriate to do so (barring other considerations such as economics).

It is absolutely not appropriate to modify the way the Assassin cloak works, but selective captioning in other areas is just fine, especially since players can simply turn them off when not wanted (which would be default anyway).
Other considerations begins after that, such as expected implementation costs vs. expected revenue as a result of the changes.

I dont have their inside scoop, but I have a feeling it is worth the money to add captioning specifically to reach more countries.
