[GALACTIC WAR] remove AI Comdrop

    eventually this is going to need to be redone anyway, imho. not removed, but redone. it would be very silly indeed, if a computer AI thinks it's a good idea to drop it's single most precious unit that it needs to survive, headfirst, by itself, onto an enemy planet.

    it should be: scout planet, if it finds enemies, send fabbers. if it doesn't find enemies, send com.
    unless it's losing on it's current planet... but if that's the case it doesn't really matter anyway, lol.

    as for retreat button... idk about you, but I kind of assumed that this would be in the works already, either some kind of way to save, or something. for a number of reasons. not the least of which being it's really strange that you seem to only have your one commander to play the whole galactic war with... and yet somehow every enemy faction manages to have a 'commander' on every, single, system they own.

    that being said, retreat should not be something you can do on a whim... perhaps it could be a special galactic war only building version of a teleporter? should be at least the cost of a nuke launcher in terms of resource cost. retreating would be sending your commander through said portal and instantly makes you 'lose' the map your on.

    Retreat should have a risk of the enemy retaking lost ground
