d3dx9_43.dll is missing. Cannot Play.

Unfortunately no, all Windows installers/updates are made by different people and have different behaviors. For example if you put wrong (32-bit or just broken) d3dx9_43.dll into C:\Windows\SysWOW64 directory DirectX installer won't overwrite it.

PS: There already was one guy on Steam forums who love to download DLL files from internet, it's how I find that behavior.
