A quick google of "0004" turns up the following:
The latest WHARF HOLDINGS share price from Yahoo! Finance UK.
Since Uncle Tully's is on Coney Island surrounded by water and a wharf is a dock: This is obviously a hidden message about where to pick up free copies of MNC / the DLC.
All you need to do is go under Coney Island pier at 0004 or 00h04 (just after midnight) and find Ekanaut wearing a Bullseye costume handing out free copies of the new DLC!
It's obvious!

WHAT DO THE NUMBERS MEAN

"0" means zero or nothing.
"4" means four or "one plus one plus one plus one".
Assuming a decimal number system:
"0004" means "4".

Alternatively it could mean "D" since that's the 4th letter of the alphabet.
Or it could just be part of the picture
