I have the "Complete Naval Tech" which gives me access to "all naval units and all naval factories" – yet I can't build any naval factories with any of my fabricators or Commander, nor can my Lieutenant Commanders. It also says "Basic Naval factories are built via your commander or any basic fabricator"
I noticed this too. First I thought that they would apear on planets with water but that might not be the case.
