Combat Engineers, UNIT idea

sparky was great for building PD in contested areas, especially areas being covered by enemy PD (due to its jamming). Its build rate was exactly the same as the other T2 engies. It was also a lot faster than standard engineers. Not the greatest unit ever but not entirely useless imo.
