I like the names along the lines of "Foundry", "Nebula", "Crucible", "Forge", and anything with "Blueprints".
Whatever the name ends up being, it should be short. Preferably one word. It should also stick within the confines of the lore while simultaneously conveying it's exact meaning.

I know that sounds like I'm stating the obvious, but it still needs to be said, lest we end up with "PLANETARY ANNIHILATION MOD REPOSITORY". Something more along the lines of "Forge World" or "R&D Department" or "[insert name] Laboratories" are names that would befit whatever in-game entity is designing new content for both sides, while also conveying to players "Oh, that button must lead to the user-generated content".

TL;DR : Keep the name short and in-character. DO NOT name it "mod workshop". Just my two cents.
