Altas is an underwater unit when it is crossing the seabed, and it can only be attacked by submariner and bomber. The player can't use battleship to against it, this is quite counter intuitive. I feel it is overpower in water planet, such as the Pacific. Isn't it? The submariner has slightly better range (150) than the Atlas has (135). I am not sure whether it is practical to kite Atlas by torpedo units.
