This happens in the main menu as well(no system should be loading there) and throughout an entire game.
UI in game and in the main menu still has quite a delay before responding to player actions. Though the UI in the options menu behaves normally.

Isn't the orbital fighter a temp unit, it probably will be removed as other parts of the tech tree are filled out.

I like this alot, it's a force multiplier for standard AA. And it also helps negate the mass Air snipe that was often the centre of air balance...
They'll end up being referred to as T1/2 anyway due to the nature of the tech tree. EG radar is at T1.5, satalites are T2.5. This kind of stuff...
