Yes of course there are different groups working on different things, but they still have their priorities up the waazoo. Why doesn't Uber employ additional staff for the more critical areas of development, rather than employing staff for stupid things like Steam achievements. When you have limited funding and limited staff it's important to get your priorities sorted.
They don't just hire people to work on Steam achievements, I'm almost positive the people who have the knowledge to work on things like the server are not the same as the people who worked on the Steam achievements. Employees of the company must always have something to do, you can just have workers sitting around doing nothing. This was a project for what I'd imagine to be a very small group, if even a group.
On your comment about limited funding, the thing is- if these people weren't working then not only would they be using funding but they'd also be using funding on no work what so ever. Every one working on a project has a job, it just so happens theirs was to work on Steam achievements.

Yeah, I've played TA, even have an unreleased rebalance mod for it. These things are definitely things that should be added to the PA unit cast. I'd leave TA TCs to Raevn though. Work with the current unit to make them function as if they were in TA, don't add units unless balancing demands it or mess with models. The balance is the problem, not the looks.
Yes I know, but I like the looks! :D Plus it's overall pretty simplistic to do so. Easily base the programming off other unit's programming. The models and animations would probably be pretty difficult however.. but I think it'd be a nice little experience; I want to get into game dev after all.
TA anims were all using scripted .cob and .bos files, completely different from modern animations.
A megabot along the lines of a krogoth but with enough health to live long enough to do its role? (To break turtles that nothing else is breaking) Sounds great! Just don't make it viable in any situation other than the extreme turtle.
Of course, no Supcom experimentals. The Krogath was FAR from OP back then as well.
