Personally I think it's hilarious and awesome, if slightly annoying.
I think this is being approached from the wrong direction. The problem is not the orbital cost, it's how hard it is to attack a fortified planet....
I like the idea of ground AA being able to alt-attack ground structures. They shouldn't be too effective, but it makes them far more viable.

I really like the idea of more orbital assault abilities. Especially if you combine it with orbital artillery. Drop pods that act as artillery...
