Zoom out should zoom relative to the cursor, just as zoom in

Currently if you zoom in, the planet rotates to the cursor as you zoom, which I find very natural. Unfortunately zooming back out again does not follow this path and as a result it feels quite unpredictable. Just wondering if others felt this way? I haven't got my thinking hat on right now so I'm struggling to decide whether this proposal would have adverse side effects when mixed with zooming out from the planet or whatever, but my gut says "bluh!"

EDIT: Note this behavior already happens if you zoom in/out when the cursor is not over the planets surface. It's only when zooming out with the cursor directly over the planet surface that it doesn't zoom relative to the center of the screen

As a matter of fact, any number of Mousewheel Up followed by the same number of Mousehweel Down clicks should result in the same view / camera state as Mousewheel Down followed by Mousewheel Up. (i.e., Zooming in / out is commutatively idempotent)
