I'm not SXX, but it seems good enough to me. Maybe not on Uber visual settings, and I'm unsure about the GPU. But the processor and RAM seems to be above minimum requirements.
Yes, game will work on it. I don't know performance of every laptop GPU in the works so I usually check this website: http://www.notebookcheck.net/AMD-Radeon-HD-6650M.43962.0.html It's usually incorrect or kind a biased, but it's give general feeling of what average GPU performance is. It's marked as above Intel HD 4600 and I can say for sure HD4600 can run PA fairly well even on Linux, e.g I run it on it usually. Drivers update required. Yeah they told me driver updates make the computer go to sleep and never wake up. I'll let you know what happens if they decide to buy it.
They need clean driver re-install with removing via Device Manager. This is AMD APU so I pretty sure laptop manufacturer wasn't able to modify break it.
