Why is it all so dark?

My game is so dark, here is my dxdiag

How do i fix it?

It's a bug, Uber start implement color correction and it's not work properly somtimes.

You can't fix it in game, but probably you can change color profile while you're playing.

Were you on the darkside of the planet? There is a day/night cycle.

Also you can invoke Intel HD control panel using Ctrl+Alt+F12, then go to "Advanced Settings" -> "Display" -> "Color Enhancement".
After you configure colors you might save customized display profile for PA and use it when playing.

I was on both sides, the menu screen is also dark, but its only in this game
