Why did the gunner and tank get the bouncer for spawning bot

I mean the tank its pretty usefull since it chases down people and when they are caught in grapple its an easy followup kill. But why did the gunner get this bot? You have to run and chase the damn thing down while its grappling to get a mini gun kill... its not very usefull for gunner
