Using steam and bad FPS? Try this.

For those that have purchased the game on steam, and tried to disable the overlay and still get bad FPS, try to download the game from uber, first link your steam to uber. then go to your uber account keys section to download PA, the link is on the bottom right if you look a little bit.

I'm sure he's really tried this and everyone who have long loading times in Steam version need try to install game though Uber launcher:

If you are playing PA: Titans, DO NOT link your Steam account to Uberent! This may cause you to loose PA: Titans on Steam and set the game back to classic!!!!

Can I get some confirmation on this if this is true?

i cant figure out why my game runs at 20 fps and heats up my cpu i have a liquid cooler and i need this game to work properly i like it alot

i've done exactly this and haven't run into this issue.
