Hmm, units still get stuck for me (without mods). It is probably because of using the area patrol command too much. With a lot of units, the behavior is characteristic of a fluid dynamics problem. The units build on one another at the problem spots, forming tightly packed clusters. When a really large amount builds up, I select all the units in that area and order them to go somewhere else. I was wondering, can units in an area patrol that do not move significantly for a predetermined period be automatically ordered to move somewhere fairly open nearby? Then, they would show up as idle units/fabricators and be available again for new orders! I also try to manually place structures so that there is a 3+ unit-sized gap between them. I find that the tighter I pack my buildings, the more immobile cluster form. Is there a way to modify the default inter-building spacing? Thank you for your input!
