Units disabled in PAMM are not disabled in the game, possible bug introduced with last update?

What the title says: I have nukes, anti-nukes ad Manhattan disabled and I just got nuked by AI. Bug or is AI really cheating? It was OK so far. This is the first time it happened.

Did you see a lobby chat message show disable units?

OK, so it broke after the last update. I can't disable any units any more. They show disabled in the PAMM (yellow) but they're still available in the game.

Nope. It does not say in the lobby that any units are disabled. But they are in PAMM.
