Yep, it has been confirmed. As for when, "when its ready to be implemented" is the best answer you'll get on here. Since we have just seen the first few orbital units sneak out though, and we are nearing the end of Alpha, it could be in the next few patches.

Yes it is a part of the game, nope don't know when it will make it's grand entrance.
