Tried searching for any problems related to this, my mind is completely fried trying to troubleshoot a control box for 10+ hours so please spare me.

Haven't played in two months, so I knew my build was out of date. Went to verify files, that normally updates the build, when I get an unhandled exception:
See the end of this message for details on invoking
just-in-time (JIT) debugging instead of this dialog box.

    System.Windows.Forms

Re-installed the whole thing, still when I click to verify files it will think for a good time and then that window pops up again. Tried doing it multiple times to see if that trick would work with no joy. Won't even start downloading any files. Turned off my antivirus, and then my firewall, no joy. Ran as administrator, no joy. Any help would be greatly appreciated!

There was a problem with SSL certificates last week, it was supposed to be fixed in an update, but since it's the PALauncher failing that's not much good to you...

...it's a shot in the dark but this work around to update your certificates might work.

In the absence of someone with a better idea appearing you could give it a try?

Fingers are crossed! Had to create both media and nomod files, placed the extracted .zip file in the folder. Now it seems to be downloading latest build! About 30% into it. Much thanks kind stranger!

Delete your bloatware anti virus software and use ms essentials and defender which are free with Windows.
You will get less problems, less virus and more performance.
