Unexplainable lag, low fps, and high ping even on tutorial

Blind guess: You're on some sort of ASUS hardware and you have ASUS Gamefirst III installed.
Deinstall that, it's trash software. If my guess is wrong you'll need to provide a dxdiag for more help.
