The underlying issue is local storage quota exceeded and has nothing to do with PA Chat. Systems with planets containing a lot of CSG are the issue. The system editor saves planets and recent planets in local storage. The server browser also saves the last selected game in local storage and PA Stats can trigger the entire system to be saved again which I'll look at fixing soon. Historically optimise user tag map saved backups of the user tag map in local storage but those are removed automatically by PA Chat which has much better optimisation of both the user tag map and interaction time map.
