A lot of recent and old programms need the old 2010 redistributeable to work properly: http://www.microsoft.com/en-us/download/confirmation.aspx?id=8109 (I still don't understand why MS just won't deliver the files along by default; propably want you to get stop using it). The Uber Launcher is not an exception. And the installer is not included in the download. Nor is there any check/information. If you ran the game from Steam, it ran the old setup. A lot of other games will also have it as prequisite so steam/some other installer will propably have installed it. I also made it a habbit to run the programm on any new OS isnallation (it is just too important to not run it). While there is a good chance it has been run before, there is no guarantee. So the launcher should perhaps drag it along and run it before installing the launcher.
