Tiny and large planet - mod, bug, or a new feature?

my editor now allows me to do planets as small as 17, and as large as 9000 (bigger than the sun)
is this a mod through PAMM, a new feature, or a bug?

Now i know people have done this sort of thing before so im not in new territory or anything, but i haven't seen anything like this on the forum for a while or in any games so just curious how this cropped up and figured a mod through PAMM was most likely?
