There is NO Community Mod Manager In-Game [Answered]

I do NOT launch the game from Steam. So keep that in mind..

I launch the game normal from the launcher sense alpha and I get to the in-game menu and I do not see this option to click on at the bottom left of the screen.

DDoS attacks earlier took everything offline... switching everything back over soon.
