It really is screwy when a Sniper with 300 ping can go 25:2 on SteelPeel, with at least 10 of those being headshots

Now if it was a player that was 50-100 ping, I'd just say he's a good shot, but with 300 ping and a hitscan weapon, he should be lucky that he could hit anything, let alone pop the heads of Assaults/Snipers from across the map

Some weapons seem to rely on client data and some on server.
I dont play Sniper so I can only guess, but as for my Tank, I have to aim my Jetgun ahead of the target to account for ping (server verification required) whereas with the Railgun I need to aim directly at my target (server trusts my client).

Since my sniper weapon relies on my client, I can guess that the Snipers rifle does too.

Meaning as long as you are on his screen he can hit you.

The only reason any game would do this is to make the instant-hit guns easier to use for high-ping players, but honestly I consider this a flaw.

I agree... especially if some weapons are more client side than server side. Snipers already have a sizable advantage if the player is good with it

Meet in the middle, perhaps? If it's a HS on the Sniper's side, perform some check to see how far from the location of the HS the target is. If he's moved some distance or less, it counts. Maybe 50% of the distance he could have moved during the latency difference?
