I've noticed this while playing galactic war recently. I would build some units and right click an attack command on the enemy commander, the comm would then walk into the fog of war but my units can still track and chase him even without radar coverage. It might be that the units are just moving to the last known position and then find him again but it does feel like they track him without vision.
