STEAM: not going past "starting" on downloads

the name says it all, I yet again have another problem, this time its steam, yes I have looks at steam support and it tried to help... but its still freezing on "starting".

here's my situation I had an old computer with steam and all the games installed to I copied all my steam and the icon by that I mean computer>C>programsx87>Steam (then I copied the hole steam)
PA worked well so I was happy but recently I tried to update PA, sadly its doing what it says above.
can I get help on this issue? dose anyone else have this issue?

when the install fail/freezes it says "disc write error"
