Start up crash

I load up the game and it freezes, shows me the loading screen and says " pa.exe has stopped" then says windows will notify you when there is a solution. any quicker solutions?

Ah, it's the Intel Intel(R) HD Graphics 530. There is a known issue with those. There is a workaround though.

Im having trouble finding the <PA Install dir>\media\shaders folder. Could you help in anyway?

Sure, for you it's here: "C:\Program Files (x86)\Steam\steamapps\common\Planetary Annihilation Titans\media\shaders". I got that from the PA logs you posted earlier.
