What are the meaning of the numbers in the spectator economy panel.

They are the economy...just like when you are playing a match and you see the numbers next to your eco you can now see their eco as you spectate a match. Hope I answered your Q

I mean do the numbers mean the total capacity, the current amount, the current demand, or the current production

    format is :
    net production/total production | % efficiency

so right hand # should always be positive and will almost always be higher than lefthand number (unless you are building nothing and not running radar etc).

This may have changed since last time I checked it, but I think the spectator eco-bar shows Income / (Income - Usage).
Where (Income - Usage) is positive (blue) if you're not using all your income and negative (red) if you are trying to use more than your income.

Could well be that way round. I didn't actually check a screenshot, was just basing it on memory and letting you know what the numbers were meant to show.
