brantime19, you already have a thread right over here, making more threads isn't doing you any good.

Your intel HD 4000 driver are way out of date.....
its from 2/11/2012 <-- this info is in your DxDiag.txt

Here these should fix the issue :)
Driver from the 18/8/2013 for intel hd 4000 chipsets
    https://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&DwnldID=23102&lang=eng

and this is the most up to date Driver from 18/11/2013
    https://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&DwnldID=23377&lang=eng

If they refuse to install i will tell you how to bypass the ASUS driver verification, some companies lock their laptop hardware down to using custom drivers but standard ones still work fine with a bit of fiddling to get them installed :)
I had this same issue with my acer tablet pc but now i have upto date drivers it plays PA fine....
The drivers on ASUS's site will be out of date so don't use thoses....!!!

Actually game is trying to run on integrated graphics and it's why it's crash.

    Check this video how-to:

And then configure your drivers to run PA.exe on high performance nvidia graphics card.

If you installed though Steam by default PA.exe locate there:
    C:\Program Files (x86)\Steam\steamapps\common\Planetary Annihilation\PA.exe
    C:\Program Files (x86)\Steam\steamapps\common\Planetary Annihilation\bin_x64\PA.exe (for 64-bit OS)
    C:\Program Files (x86)\Steam\steamapps\common\Planetary Annihilation\bin_x86\PA.exe (for 32-bit OS)
As long as I know launcher use this path:
    C:\Program Files (x86)\Planetary Annihilation\PA\PA.exe
    C:\Program Files (x86)\Planetary Annihilation\PA\bin_x64\PA.exe (for 64-bit OS)
    C:\Program Files (x86)\Planetary Annihilation\PA\bin_x86\PA.exe (for 32-bit OS)
