If you're cycling through your team's colours, the empty teams' colours shouldn't stop you from choosing them. Sure, you can switch teams and then get the colour you want, but you might have a team set up and have someone come take your spot while you're doing it. If you select the team colour of the unoccupied team for more than a moment, it would then switch to the next one available.
