The navy isn't fully functional yet. Last I played with them the ships could go down with 2-3 hits from an ant. They also have no on-ship radar making their long range guns useless unless the move into visual range. I read somewhere that they were working on water depth-system which would allow the subs to submerge, but as of now I don't know if the subs do anything.

But basically they way it should work (based on how real navies work):

Frigates - 2xTorpedoes, 1x T1 AA and a 1xlight cannon and 1x T1 sonar they are the smallest ships, but they are considered pocket battleships in the navies of today, in groups they can easily take out even the biggest of ships. But they don't have much armor so they are dependent on their speed - they can attack subs, but with limited success.
Destroyers - 2-4xDepth charges, 1xmedium cannon, 1x Tactical Missile defense (if it's ever added to the game), T2 radar, T2 sonar, 2-4x T2 AA, medium armor, slow speed. The destroyers are the all around supports of any navy in fact this is their primary role. When it comes to hitting other ships the might of the destroyer is only a measly update of that of a frigate, if any. Also lately navies have started using stealth destroyers, which fall into a different group all together.
Cruiser - They are build for long range fire support primarily. so something like a 2-3x heavy cannon, 1x tactical missile, t1 radar would be nice. They have a moderate armor and are quite fast (faster then destroyers).
Battlecuiester - a crossbreed between a battleship and a cruiser - primary focus is long range warfare with the power of an battleship but the speed of a cruiser if the do make it in the game they need t1 radar, 1-2x heavy cannon 2-3 x tactical missile launcher with maybe 2x t1 AA. They should have medium armor and moderate speed.
Dreadnaught - They are kinda dumbed down battleships: same size, same speed lighter armor and carry mixed weaponry - these shouldn't really be in the game, there was a reason why WW1 dreadnoughts were retired and WW2 battleships were made.
Battleship - The ultimate projection of power - the armament consists of 4x Very heavy canon, 4-6x medium cannon with 2-4x AA and maybe a tactical missile launcher with a radar. Their armor is heavy and their speed is slow. The main reason these became obsolete is that usually a battlecruiser can outrange and outrun them, but deliver the same firepower, but we have seen a refit and remobilization of US Battleships for a limited time when soviet russia unveiled their heavy battlecruisers (in 1970/80 I think) They are all mothballed now though when US finally caught up in the Battlecruiser game.
