No, single player is not offline.

You don't have the server code, so you can't be offline.

Uber has repeatedly stated they'll give people access at release (late beta at the earliest).

Keep in mind that the only thing stopping piracy at the moment is that they don't include the server code, the second it's available Uber can't stop anyone from playing without paying because they don't need to validate their client against Uber's servers.
