You can use this function if there is a friend in a server. You can just click "join game" in your friends list and it will bring up the standard steam server joining window. Often times you'll be prompted for a password and you can put literally anything into the box and it will let you in as long as you actually typed something. I'm sure there is also a way to get in if you know the server's IP address but I don't know it.
