Click the missile in the build bar. Launchers operate kind of like factories, but they automatically start building their one unit in continuous mode.
Keep in mind stopping it like that cancels the production so you will lose any progress of the missile that was being built, so your better to toggle the power off for the nuke launcher, and then back on.
