That sounds very similar to this problem: https://forums.uberent.com/threads/weird-quality-bug.69492/ Do you by any chance also use a LCD television as a display? Could you post a DxDiag.txt? You can make one by pressing <WinKey>+R, typing "dxdiag" and pressing "Save All Information...". You can upload the resulting file here using the "Upload a File" button.
Thanks! Yeah, that's the same problem. Something happened in Windows 10 or maybe the NVidia drivers for Windows 10 that causes that bug. Somehow when the game is full screen, the driver does something funny and sends the wrong refresh rate to the TV, which causes it to be blurry. It really shouldn't do that because PA runs in borderless window mode, which ought to be exactly the same as windowed mode without the title bar and such. You can see the proper behaviour if you alt-tab to another (windowed) program while PA is full screen. That will also "fix" the blurriness. I don't know of a fix for it unfortunately. I'm hoping it will be fixed in an upcoming graphics driver or Windows update.
