[REL][Server] Weapons Tracking

Mod support framework. Adds all vanilla ammo to the spatial database.

Oh, well thank you. This would have helped earlier, as I was always going to go back in one of my mods and do this anyway, but it is still a good framework.

I suppose this breaks the effects mods, doesn´t it?

If the effects mods are touching ammo and not just effects, it might.
