Question: Is HostileBalance.ini Server-side?

    Addressed to the devs.

    You know what I am talking about. On the Xbox. I'd simply like to know. If it is, there isn't any way I can load it without a Linux JTag anyway. Mainly, I would like to know why I can't find it physically in the game memory, and also if that is how you guys can change small things server-side.
