Question about assault's hover jets

I noticed sometimes when I bomb jump and try and use my hover jets they drain pretty much instantly. I thought maybe it was based on how high you got from the bomb jump, but I've had it happen with low altitude but long distance jumps as well.

Is this intended? and if so, what exactly triggers it?

I think you might be to high up.

If you're to high in the air, the game forces you down by depleting your jets very quickly (if you use them) and directing your charges downward. It's intended.
