If you want to delete a planet there is a delete option for it, there used to be one aswell for systems but its gone now. Systems created that are wrong can only be changed, not deleted and i think that is a bug.
You can delete your systems just like you always could (except for when it didn't work ). There are however quite a few premade official systems that can not be deleted. Maybe those confused you ?
