APM is something the game measures now, ain't it? If it remains 0 for more than 30 seconds or possibly a minute, a popup would be intuitive. Perhaps, it just pops up every minute the APM is 0 for a minute, and says "Experiencing trouble? Press f5 to reload control UI." That popup may have to be creative though, if the UI crashed then the UI won't generate a message lol.
It might help with those cases. If my failing attempts to repair it (hiting unit group numbers/trying to zoom to planets) aren't registered as Action. (It propably counts atempted actions, rather then finished actions, so it might not help that much).
