I don't know if this has been posted before and I haven't seen a thread dedicated to bugs but anyway - if there are too many planets in a system their icons force the celestial menu behind the economy tab and you can't chose to do any planet smashing. I've attached a screenshot below - you can just barely see the celestial menu drop down on the top right but even if I click it it cannot be opened.
